My experience : tubal ligation failure the younger you are?

So I'm struggling with recurring BV with my IUD. I'm at the age legally where Texas will allow me to get tubal ligation (but finding a place is of course a hassle). I have been reading a few case studies where they come to the conclusion that that younger you are the more the tubal ligation is likely to fail.. have you guys heard anything like this? Any experience?
